SCAM Act

This bill proposes a uniform framework to revoke the citizenship of naturalized individuals who commit serious crimes or join certain organizations within a decade of their naturalization.

  • Establishes a 10-year period beginning on the date of naturalization during which specific post-naturalization conduct can trigger denaturalization proceedings.
  • Triggers for Revocation (classified as prima facie and sufficient evidence that the alien lacked good moral character and attachment to the Constitution at the time of naturalization):
    • Joins or affiliates with a foreign terrorist organization (FTO), transnational drug cartel, or transnational criminal organization;
    • Is convicted of or admits to government program fraud (federal, state, or local) involving at least $10,000; or
    • Is convicted of or admits to an aggravated felony or acts of espionage.
  • Retroactive to the date of citizenship.
